Kelvin was born into extreme poverty in Shreveport, Louisiana. At 5 years old, he watched firefighters extinguish a fire at a neighbor's home and knew he wanted to be a firefighter. His service record as a firefighter and fire chief caught the attention of President Obama, who appointed Kelvin to the position of U.S. Fire Administrator for the United States Fire Administration.
Kelvin is also the former Fire Chief of the City of Atlanta. He was terminated from this position for writing a book for a Christian men's Bible study that briefly covered a Biblical perspective on sexuality and marriage. The Alliance Defending Freedom represented Kelvin in a suit filed again the city in federal court to vindicate his rights to free speech and freedom of religion. A federal court ruled in Kelvin's favor due to an unconstitutional restraint on speech.
In June 2021, Kelvin became the Senior Fellow and Vice President for the law firm, Alliance Defending Freedom.
